James. this was the fire threat map published for the entire area long before these fires starting. The insurance companies knew, the owners knew, the cities knew, the state knew. Insurance companbies demanded rate ups when state of jurisdictions did not abate the risks, state insurance commissioner denied and they exited those markets. This map came from Beverly Hills government planning website and is OLD notice and planning.
