1) When you import an audience from GA4 to Google Ads, the actual audience in Google Ads may be smaller due to differing match rates.
Google Ads has specific requirements for audience sizes when it comes to targeting, which may not always match the GA4 requirements for audience sizes.
Google Ads matches users based on data like Google accounts, cookies, and device IDs.
GA4 audience size could be based on sampled or estimated data rather than exact counts.
Since GA4 can collect data from various sources, including non-Google platforms, the audience it identifies is often more extensive and diverse.
Suppose GA4 identified users from Facebook who cannot be matched in Google's ecosystem (due to lack of identifiable information or cross-platform privacy restrictions).
In that case, they won't be included in your Google Ads audience.

2) Privacy regulations and individual user settings may limit the ability to track and match users across platforms.

I took away cell phones, television, and electronic devices from my 2 and 4-year-old kids.
It’s been 3 weeks now and the results have been amazing.
If you are wondering why I did this, it’s because they would whine a lot about things like not having enough television time.
The first week was tough. They threw more tantrums than normal.
After the first week, they stopped asking for devices or TV time.
It went from my kids whining to them now asking me in the morning to play bingo, read books, or play puzzles.
Heck, during the day they even ask to work on their homework packets that get them prepared for the next year because they have much more free time.
When I was a kid, we played outside.
That doesn’t happen today.
Kids are just glued to their devices.
And technology is making it worse.
When people have dinner, they are glued to their phones instead of talking to each other.
Families sit on their couch watching Netflix instead of asking each other how their day went.
And the Apple Vision Pro just puts you in more of a bubble where you have less social interaction with the people around you.
Now, by no means am I saying technology is bad. It has more pros than cons, but taking it away from young kids is worth testing out.
And adults, including me, need to control when they use these devices and when they don’t so it doesn’t take over their life.
