Today I saw a road worker in AP cleaning the highway as if it were his own living room.

Collecting dust in a bag reduced its spread & left the road spotless. It took longer, but saved extra staff.

You do not build entrepreneurs through a sarkari innovation drive any more than the Ministry of Sports can build athletes by issuing notifications. The state's job in entrepreneurship is to get out of the way.

That is not to say that the state has no role to play. What Entrepreneurs need is a state that is strong where it must be - enforcing contracts, running courts fast, protecting property rights, and absent everywhere else. India has inverted both. Strong on the things it should not touch. Weak on the things it must do.
