Don't kill COD to fix RTO. You lose the good COD buyers along with the bad ones.
Fix it in this order:
1. Confirm every COD order on WhatsApp before it ships
2. Chase NDRs the same day, not when the courier returns it
3. Only then block the pincodes that keep coming back
