Why would leaders be so uncomfortable with @BalaamBarugahar and @JustineNameere visiting Mbarara? If there's nothing to hide, why the resistance?
It's even more surprising to hear the Mbarara City Mayor Kakyebezi Robert Mugabe saying that Minister Balaam is "not an investigator."
More surprisingly, instead of meeting the Minister and his team in Mbarara, some leaders prefer being invited to and meet the Minister and his team in Kampala.
And we wonder; Why avoid a meeting in your own backyard?

It appears the name Balaam has caused a lot of panic around local governments. There is this video of the Mbarara mayor, I think he is called or something like that, and he seems visibly unsettled.
He appears to want to have a private meeting with Balaam behind the tent even before Balaam begins his inspection tour. That reaction itself raises questions about why there is such discomfort at the mere presence or announcement that Balaam is moving around local governments to inspect works.
I think this reflects a broader pattern that has sometimes characterised the behaviour of some NRM cadres, where systems of patronage and informal arrangements have been treated as normal ways of doing business.
Therefore, when someone who presents himself as uncompromising and focused on accountability enters that environment, the natural reaction from those who are accustomed to operating differently is uncertainty and anxiety. They want to first establish communication, understand expectations, and possibly negotiate the terms of engagement before the formal process begins.
