He abused children in his care for almost twenty years.
He will not spend a single day in prison.
His name is Malcolm Phillips. He ran a children's home in Halifax, a place children were sent to be kept safe.
He abused them instead. Four girls. Two boys. From 1976 to 1994.
One of them was eleven. She kept running away from him. The police kept driving her back.
A jury found he did it. He watched the verdict from home, on a video link. The judge gave him an absolute discharge.
This was not the first time. In 2001 he was convicted of abusing eight girls at the same home. He served seven years and was released.
More survivors came forward later. 135 people have now made claims about that home.
Rupert Lowe was handed £600,000 to get children like these justice. He used it to blame Islam.
Our position is simple. Every abuser of every background. Lock them up and throw away the key.
But Lowe's report has an exception. It only counts the ones who fit the story.
There is no Muslim in this case. No Pakistani heritage. No Islamic doctrine. And so, to him, it doesn't count.
Deporting Pakistanis does not reach Malcolm Phillips.
It doesn't reach the police who carried a child back to her abuser. The social workers who signed off on the home. The court that let him walk.
That is who failed these children. Not a faith.
The eleven-year-old who kept running is a grown woman now.
She is still waiting for the justice she was owed.
And the man who took it from her sleeps at home tonight, a free man.
A jury believed her. The system still let him walk.
