I don't know what point you are making. That's a 4 platoon system and it does exist in the US and is becoming more popular. Many departments would be ecstatic if the cities would pay for it. Note my mention of why demand based staffing doesn't make any sense the way you are talking about it. You cannot predict fires and you need the proper staffing levels to put them out when they occur. This factors in heavily to the cities Class 1 / Class 2 ISO rating.
That is still a unique schedule... That is a 4 platoon variant with around a 40-42 hour work week and would require more personal (another platoon to staff each rig). I would love to work that schedule. I am saying cities will fight that because it will require more personal. I was giving you insight into why it is the way it is.
It is horrible for our health, especially those of us that work in the inner city ghettos and our up night after night. Just look at our divorce rate. Not such a big deal for areas with lower call volume.
A lot of things about this job are unique. The schedule is one of the biggest. Fire staffing cannot be demand based or adjusted by time of day. Fires do not schedule themselves, so the real question is always whether you have enough resources when a fire happens. Most larger cities staff with that reality in mind.
A working fire requires a lot of manpower. From the outside it may look like we are “smoking and joking,” but when it is time to work, there is a lot of work to be done and it needs to be done immediately.
That is why most fire departments in the country still operate on roughly a 52 hour work week, typically using a 24 on 48 off schedule or some variation. This allows municipalities to staff three platoons and maintain 24/7/365 coverage with fewer personnel. That is the number one reason the schedule exists.
Some departments have moved to four platoons, which opens the door to lower weekly hours and different scheduling models. One common example is a 24 on 72 off schedule, which still provides continuous coverage while reducing fatigue and allowing for more recovery time. Other departments, especially on the East Coast and in Canada, use four platoons to run day and night tours with more traditional working hours. FDNY is a good example of this approach.
I am speaking specifically about larger cities here. Smaller towns and suburban departments operate under a very different set of constraints and staffing dynamics.

@moseskagan “Independent” monetary policy gave us ZIRP, QE, housing bubbles, then the fastest rate hikes in 40 years. If that’s the alternative to market rates, it’s not much of a warning. Not arguing for executive control, but system is deeply flawed already.
