Since the early nineteenth century, people now commonly identified as “Black” or “African American” have been repeatedly reclassified by federal, state, and institutional authorities under shifting legal and administrative categories, including but not limited to: Indian, Negro, Colored, Black, and African American. These classifications have not merely reflected social terminology; they have carried legal weight—affecting census designation, civil status, access to rights and benefits, legal recognition, and the obligations and expectations of civic participation.
As an individual who fulfills civic duties and practices basic civics with a strong sense of responsibility to this Republic, I respectfully submit that this pattern of reclassification raises unresolved questions that merit formal Congressional examination.
