And absent that proof, if the secretary determines the conditions no longer meet the statute, which is a matter of their opinion and nothing else, how did they not follow this?

Congress determines the authority of the courts to review anything but original jurisdiction. It's literally in Article III.

If you don't like the law then advocate for its change. Don't lie to your followers that SCOTUS didn't simply follow the starute.
