I am Ex GM of a PSU bank retired as Country Head of the same Deptt.

If 100 Cr has to Write Off, bank has to make Provision of 100 Cr from Net Profit.
After that even sometimes, from 10 % of recovery, banks close the account by compromise.

India's strategic reserves are for emergencies. Mostly for defense purposes. Releasing it just to cool down prices & gain electoral benefits is against our nation's interests.
It's just like selling out shares procured at petty prices at the moment of crisis.
