Would it perhaps benefit some clubs to spend more than 85% this season, incur a fine but build a stronger team. I suppose that depends on the fine amount.

Breaking News: The York Family has reached an agreement to sell about 6% of the #49ers to a trio of Bay Area families at a valuation of $8.5+ billion.
The biggest buyers are the Khosla family, with the Griffith & Deeter family also buying a stake.
