Seriously speaking, India has a genuine problem with lack of civic sense.
Here is the main problem
1) economically the budget by the current government are good and promotes growth but what about awareness or education.
2) india needs heavy spending on education in order to skip the so called new hindu growth rate (6-8%)
3) education and awareness will solve many core indian societal problem such as
• female fetocide (still exists acc. to bbc)
• Child Marriage
• Rape
• Abusing and harrassing strangers
• Spitting gutka (a white government wall will not be ever white not because of chemical reactions but people spitting gutka on it making it red brown) that's the condition of the country seriously speaking gutka should be banned because they are harmful for the nation. Drugs are harmful for you hence they are banned but what is harmful for the nation is not banned yet
