I personally resonate deeply with the conversation about children feeling ashamed to participate in PATH.

I was on PATH for years, possibly from primary school through much of high school. And while the programme helped my family, the way it was sometimes administered made you feel poor before you even understood what poverty meant.

At some schools, PATH students had to stand in a separate line to collect lunch. Everybody knew who was in that line. You could be bullied, teased, or looked down on. So you learned to avoid the line, not because you didn't need the help, but because you didn't want the label.

Sometimes you would go to the guidance counsellor's office, stand in a line waiting to collect your ticket, only to discover that your name wasn't on the list anymore. You didn't always know why. Your parents might not have known either. There were eligibility conditions and administrative rules that children themselves had no understanding of.

And sometimes you simply missed out because the allocation was finished or because of attendance requirements.

This is where policy must go beyond asking, “Does the programme provide assistance?”

We must also ask: “What does receiving that assistance feel like?”

George Herbert Mead's theory of the self is relevant here. Children develop an understanding of themselves partly through how they believe others see them. When a programme visibly separates “PATH children” from everyone else, that social experience can become part of their identity.

There is also a powerful lesson from standpoint epistemology: you cannot fully understand the experience of a policy from the position of the policymaker alone.

You have to listen to the child standing in that line.

PATH has helped countless Jamaican families, including mine. I am grateful for it.

But improving social protection isn't only about increasing the benefit. It is also about preserving the dignity of the person receiving it.

Help should never come with a label. And no child should ever have to choose between receiving assistance and protecting their dignity.

Forty-five-year-old Andrew Forbes, of Meadowbrook, St Andrew, who has been missing since Sunday, June 07.

He is of brown complexion, slim build and about 165 centimetres (5 feet 5 inches) tall.

Reports from the Constant Spring Police indicate that at about 11:20 a.m., Forbes was last seen at home wearing a black hat, multi-coloured shirt, blue jeans and a pair of black shoes. He has not been heard from since.

Anyone knowing the whereabouts of Andrew Forbes is asked to contact the Constant Spring Police at 876-924-1421, the policeemergency number 119, or the nearest police station.
