Fundamentally this culture needs to change.

If you dont like someone screaming at a sporting event or standing up clapping... Go to the fucking opera... If the Stadium staff wont allow us fans to do that, they can utterly go F themselves too.

who pays their bills? their housing, food, lodging, healthcare, they arent on visas, they arent being monitored, will NYC and other municipalities who are passing the buck carry the burden or will these smaller communities get hit with the bill while bigger cities laugh..
