The AI handles incoming calls and is supposed to analyze and prioritize the calls so that if multiple people phone in about the same incident, the chatbot will handle the repetitive calls about the same incident.

Critics warn that the automatic speech recognition systems may cause problems, the AI may hold hidden biases, and that human 911 responders are needed.

Now they want a national park too.

Highland Digital, a five-person company, owns 73 acres of wetlands. Federal law protects wetlands like these, so that land could never get a building permit.

So CEO Peter Batten pitched a trade directly to George Liffert, the superintendent of Prince William Forest Park. Give the company's unbuildable wetlands to the park. Take 36 acres of buildable national park land in return, land that sits over the headwaters of Quantico Creek, the drinking water source for 800,000 people.

Highland Digital didn't just hire any lobbyist. They hired Jeff Small, a land swap expert, specifically to make this exact kind of deal happen. Principal at a conservative D.C. consulting firm. Former chief of staff to Rep. Lauren Boebert. Before that, a senior Interior Department adviser during Trump's first term. Getting private developers into federal land is literally his specialty.

Supervisor Andrea Bailey's own aide sat in on that meeting back in May 2025, when the swap was first pitched. More than a year later, Bailey now says she can't confirm whether she's even aware of the swap or whether she supports it.

Every vote of hers I found on data center projects is a yes, except one: the Bristow Campus denial in September 2025, the only time Prince William County has ever rejected a data center project outright.

But Bailey took $45,602 in campaign donations this cycle, much of it tied to data center interests.

The swap parcels are already drawn onto the National Park Service's own official map. No public comment period has been scheduled.

That 36 acres is home to species like deer, beaver, and wild turkey, part of one of the last large Piedmont forests in the region. No one has studied what losing it would do, because no environmental review has been done.

Five employees. One national park. Just take a second with that math.
