@geordiejosh Because Spurs are a far bigger club than where he currently is. Also, Arsenal aren't in for him so I don't know why you think that he could play for them. Let's be honest, if Arsenal actually did want him, he goes there. We all know it, but they don't and Spurs is a step up.

Understand from a Spurs fans POV, it was tedious under Levy but he turned Spurs into a club that makes money regardless footballing success

Liverpool, United and Arsenal are traditionally successful clubs. Spurs had to find a way to bridge the gap and they did it by creating a global economic behemoth.
I hate Arsenal but Arsenal did the exact same as Spurs. Built a new stadium, curbed spending, increased their revenue streams, grew their global fanbase and now they can finally compete with the money clubs (City, Chelsea).
Instead of complaining, learn from example.
How do rival club fans not understand how PSR works? It's easier to complain that the rules don't suit your circumstances rather than looking at the root of the problem.
Spend 20 years building slowly, generate more revenue, grown your fanbase, build a new stadium...
Host non-football events, invest in your training facilities, spend within your means while you complete the above steps and take all the banter on the chin you receive in the meantime.
Spurs fans have suffered for 2 decades and now it's our time to catch up.
