If you're ordered to not step in and you do, you face punishment from both the civilian sector and from the UCMJ. Not excusing it because I don't agree but it is what it is.

If he intervened in a physical way and he had orders not to then he would absolutely be liable from two different fronts. Not excusing the inaction just explaining why things are the way they are. It sucks

He will come under fire under UCMJ and at the very minimum face some form of non-judicial punishment if he's lucky. And I'm only speaking for his military punishment
