The 14th amendment continues this "All persons born in the United States, are citizens of the United States and of the State wherein they reside."

@imrightusually@ProjectLiberal Yes they did, it was called Jus Soli. It was a carry over from English common law which granted automatic citizenship to almost everyone born on a sovereign's territory.
