The ruling on a woman leading other women in prayer is perfectly Halal, but her positioning in this image is incorrect.
When a woman leads a congregation of women, she does not step forward to stand in front of the rows like a male Imam. The correct Sunnah is for her to stand exactly in the middle of the first row, completely leveled with the other women.
This is explicitly based on the authentic actions of the wives of the Prophet (peace be upon him). It is reported regarding Aisha (may Allah be pleased with her):
أَنَّهَا أَمَّتْ نِسَاءً فِي الْفَرِيضَةِ فَأَقَامَتْ وَسْطَهُنَّ
(She led women in the obligatory prayer and stood in their midst.)
Umm Salama (may Allah be pleased with her) also did the exact same thing. She led women in the Asr prayer and stood right in the middle of the row with them.
So, while her leading the women is valid, stepping out to the front like a man is contrary to the established Sunnah of the female companions.
