The Backstory
From 1918 to the Massacres
1918: The Creation of the Kingdom of Yugoslavia After World War I, the Austro-Hungarian Empire collapsed. Croatian and Slovenian leaders, along with Serbian leaders, decided to form a new state.
On December 1, 1918, the Kingdom of Serbs, Croats and Slovenes was proclaimed (later renamed the Kingdom of Yugoslavia in 1929).
Croatia had previously been part of Austria-Hungary and had some autonomy. Serbia had been an independent kingdom.The new state was presented as a union of South Slavs, but from the very beginning, it was dominated by Serbia.
1918–1929: Serbian Political Dominance Very quickly, many Croats began to feel that they had been absorbed into a Serbian-dominated state rather than an equal union.Serbs held a disproportionate number of positions in the army, police, government administration, and civil service.The capital was moved to Belgrade, and power was centralized there. Croats felt that their historical institutions (such as the Croatian Sabor/parliament) had lost real influence.
Many Croats believed the new state was essentially a "Greater Serbia" wearing the mask of Yugoslav unity. This over-representation of Serbs and under-representation of Croats became one of the core grievances of the interwar period.
1928–1929: Rising Tensions and the Royal Dictatorship
In 1928, a Serb deputy in parliament shot and killed the popular Croatian leader Stjepan Radić. This event deeply shocked Croats and increased hostility toward the Yugoslav state.
In 1929, King Alexander I (a Serb) responded by imposing a royal dictatorship. He banned political parties, abolished the constitution, and centralized even more power in Belgrade. He also changed the country’s name to the Kingdom of Yugoslavia, trying to promote a single Yugoslav identity over separate Croatian, Serbian, or Slovenian identities.
Many Croats saw this as the final confirmation that they had lost their autonomy and were being ruled by Serbs.
1929 Onward: The Rise of Extreme Croatian Nationalism Because moderate Croatian leaders (like Stjepan Radić) had limited success in changing the system, more radical voices began to gain support.
In 1929, Ante Pavelić founded the Ustaše movement in exile. Their goal was full Croatian independence, even if it required violence. The Ustaše developed an extreme ideology that viewed Serbs not just as political rivals, but as an existential threat to Croatia. They began mixing extreme nationalism with religion, claiming that Serbs and the Orthodox Church were a danger to both Croatian identity and Catholicism.
1930s: Growing Radicalization
Throughout the 1930s:
The Ustaše carried out terrorist attacks, including the assassination of King Alexander in 1934. Many Croats continued to feel politically and culturally marginalized.
Serbian dominance in government jobs, the military, and administration remained a major source of resentment.
The Ustaše’s propaganda became increasingly extreme, portraying Serbs as invaders who needed to be removed from Croatian lands.
1939: The Cvetković–Maček Agreement In 1939, after years of tension, the Yugoslav government finally made a concession. They signed an agreement with Croatian leader Vladko Maček that created an autonomous Banovina of Croatia.This gave Croats more control over their own internal affairs.
However, it came very late and did not fully satisfy Croatian nationalists. More radical groups, like the Ustaše, rejected it entirely.
March 1941: The Coup On March 27, 1941, Serbian military officers carried out a coup in Belgrade against the government that had signed a pact with Nazi Germany. This coup was led by Serbs and was largely supported by Serbian nationalist and pro-Allied elements.
April 1941: The Axis Invasion and the Creation of the NDH Hitler was furious about the coup.
Germany and Italy invaded Yugoslavia. The Yugoslav army collapsed within days.
On April 10, 1941, the Ustaše declared the Independent State of Croatia (NDH). With the support of Nazi Germany and Fascist Italy, they took full control of the territory.
May 1941 Onward: The Massacres Begin Once in power, the Ustaše immediately began implementing their long-held ideology:They viewed Serbs as the main enemy that had to be eliminated or forcibly assimilated. They used religious propaganda, claiming they were defending Catholicism from the Orthodox Church.
A minority of Catholic priests and friars supported or participated in the violence, believing (or convincing themselves) that they were protecting the Catholic faith. Mass killings of Serbs began in May 1941 and continued throughout the war, reaching horrific levels in places like Glina and the Jasenovac concentration camp.
