@CmonMattTHINK You can find infinitely many such rectangles by parametrizing Pythagorean triples in the standard way. Thanks for giving me a fun couple hours of math! (It's my spring break, luckily haha, or else I wouldn't have had time to play with this...)
@CmonMattTHINK Discrepancy d = 2/3 led to width/height = 19/12. Yours is the smallest "nice" one I could find. I think a few more integer (width,height) combos that lead to integer diameters are (43, 36), (113, 45), and (317,300). (!)
