I have a proposition on how some leaders in government parastatal should be appointed e.g Minister of Power, chief Judge, commission of Police, commission of Agriculture, Minister of Education, Minister of Finance, Minister of Defence Defence. Those in appointed position
Let the people in that field or industry vote for their preferred candidate. The candidate will be from the field as well.
The candidates will debate and propose their key agenda for the position.
In the debate, they will talk about their experiences, area of specialisation, and leadership skills, and then the people in that field will vote .
The winner will then be vetted by the Senate, and they will do a background check on the winner.
The president or Governor can choose his candidate of choice but the people in that industry will still have to vote because they are in the field, they know each other competence, level of expertise, leaderships skills, area of specialisation in the field etc.
When approved and appointed, the government should have a board to oversee the person for check and balance, not to meddling in the affairs of the industry anyhow. Those who will do the check and balance will be the people in the same industry, but it will be picked across the country, and they will be unknown.
If the person misappropriate the money/finance in that ministry, he will be liable to jail with all his/her team members, and everything will be retrieved from them, if possible, their former properties before they occupy that position.
Doctors and other health workers will choose their leader based on experience and expertise, not just a random person that the government will appoint to oversee them.
Just like Buhari did, he brought Islamic judge to the Minister of Justice. The people in the field/industry will vote for who they feel is worthy to lead the ministry .
Same with Power in Nigeria, Education, INEC, finance, housing, agriculture,Petroleum(Oil and Gas). Not just in Federal ministry, for state commissioners as well.
I believe this will improve the governance in the country.
If this is mirror down to how we choose our leader without any sentient.
Now, for Chairman, Lawmakers, legislators, Governors, or President.
It should be based on their past verifiable work, and they will be accessed by intellectuals, not random people, that they can give food and money to vote.
Each of they intellectual will write reasons they feel the person should occupy the position.
This democracy system is flawed kind of, because a region is mass producing children just to get numbers of votes and hold the country at ransom, and they barely contribute to the country's growth.
Anyhow, people shouldn't be voting for people in some positions, and this will automatically disqualify some candidates..
We have lawmakers that have zero impact on the rule of law or their people, but they have amass generational wealth without contributing to the nation.
This is a blend of Technocracy (rule by experts), Guild Socialism (industry-led governance), and Epistocracy (rule by the knowledgeable).
