LCS takes no position on the Governor's budget request. Under the December forecast, we estimate that the FY 2025-26 budget is balanced under the request, with an outstanding excess reserve of about $98M. #coleg#copolitics
FY 2024-25 ends on June 30, 2025. We still project that the FY 2024-25 reserve will fall short of the reserve requirement by $194M assuming current law, but the projected deficit is $177M smaller than we estimated in September. #coleg#copolitics
Revisions to the cash fund revenue outlook are a big part of the budget outlook. Downgrades to the cash fund forecast mean more available General Fund budget space due to TABOR interactions. #coleg#copolitics
We project that the General Fund will have $1.16 billion more available in FY 2025-26 than was appropriated in FY 2024-25. But that amount omits inflationary pressures, caseload pressures, capital construction, rolloffs of federal funds, and other cost drivers #coleg#copolitics
