Who is really responsible for the garbage dumping here? Is it GBA, or is it the people themselves?

Just a few days ago, this very spot was cleaned by the authorities. The garbage was cleared, and a notice board was even installed warning people not to dump waste at this location. Yet today, the area is once again filled with garbage. This clearly shows that the problem is not always a lack of cleaning by civic authorities it is the irresponsible behavior of some citizens. No matter how many times the authorities clean the area, the situation will never improve if people continue to throw waste indiscriminately. Civic sense seems to have no meaning for such individuals. They expect clean roads, clean neighborhoods, and better public services, but at the same time have no hesitation in littering public spaces and creating unhygienic conditions for everyone else. Garbage dumping not only spoils the appearance of the city but also attracts stray animals, causes foul odors, blocks drainage systems, and creates serious health hazards for nearby residents. A clean city is a shared responsibility. Civic authorities can clean the streets, but they cannot stand at every corner 24/7 to stop people from littering.Instead of blaming the authority for every garbage issue, citizens must also be held accountable for their actions. Unless people develop basic civic sense and respect for public spaces, no amount of cleaning drives, awareness campaigns, or taxpayer money will be enough to keep the city clean
