Through the USAWA MASHINANI Phase III Project, ALAC Western convened a capacity-building training for women and persons with disabilities (PWDs) in Kakamega County.

The training strengthened participants’ knowledge and skills in public budgeting, access to information, social accountability and civilian oversight, equipping them to meaningfully participate in county governance and decision-making processes.

The engagement contributes to Outcome 1 of the USAWA MASHINANI Phase III Project: empowering citizens to address corruption in public institutions and strengthen their participation in governance processes.

We are proud to support a side session at the @lawsocietykenya Annual Conference 2026, convening diverse voices to examine the state of Kenya’s rule of law and the urgent need to protect the country’s constitutional and democratic gains.

Under the theme: “The State of the Rule of Law in Kenya: Protecting Constitutional Democracy, Civic Space and Public Accountability," the session will provide a platform for candid conversations on the protection of civic space, constitutionalism, public accountability and the role of legal practitioners and other actors in strengthening democratic governance.

At a time when Kenya’s constitutional order, civic freedoms and accountability institutions continue to face significant challenges, such conversations are essential in identifying pathways towards a stronger, more resilient rule of law.

“If citizens are not involved in these processes from the beginning, correcting it along the way becomes laborious.

IEBC must be independent. They are paid using taxpayers’ money meaning they are answerable to the taxpayer and the Constitution.

Can we not discuss leadership, integrity and ethic leadership only when there’s a scandal? EACC please do not clear people who do not have ethical leadership. This is not about beyond reasonable doubt? Ethical leadership means you come into leadership without doubt.

The register cannot be a black box, it has to be a white board where we mark, remove, we all agree. Please keep it independent.

For public finance, the high cost of Kenyan politics will still drive corruption. It is too costly for us to expect that our leaders will not extract from us based on how much they spend.”

Electoral integrity doesn't start on voting day,and it doesn't end when the results are announced. If citizens only engage during elections, demanding accountability between cycles becomes twice as hard.

Beyond voting, continuous public participation in policy, budget tracking, and civic monitoring keeps institutions accountable long after the ballots are counted.

We joined fellow civil society organizations for the official unveiling of the Minimum Electoral Reforms & Advocacy Roadmap, convened by the Uchaguzi Platform.

Legislative certainty first, operational rules, voter registers, and technology safeguards must be locked in well ahead of time not rushed at the last minute.

Accountability means demanding these rules are set today, not tomorrow.

"Less than half of Kenya trust elections to be free and fair. We have a trust deficit. So elections are expensive because we don’t trust the systems.

Evidence, research and polls should be our early warning system. We should be discussing a baseline on:

- Trust in the IEBC and its independence.
- Confidence in the voter register
- Confidence and management of tech that will be used
- Trust in all the organisations involve: Judiciary, National Police Service, media, CSOs
- Confidence in election security
- Willingness to accept the eventual outcome.

We also need to understand voter readiness. Who is experiencing voter apathy? Who is disengaged?

“The work for the year has just began. The roadmap is clear on what we must do between now and August 10th 2027.

Some of the work has already began. For instance, in the last two months a number of us have been working with IEBC on drafting the campaign spending and contribution limits. We have a lot of work to do to ensure implementation

We need to secure an agreement on the minimum legislative reform package and this needs to be done between now and September.

As part of this process, we will also be seeking one on one engagements with some of these stakeholders.

We need to have a very strong collaborative framework, we do not have enough time and the tasks are many, money is also strained. We need to have an inclusive, participatory process…no working in silos.

The other aspect that has come up is the question of trust deficit in the processes and institutions. We must share information, work together and ensure inclusive processes to ensure that the public is able to trust what we aim to deliver in regard to the elections.

The other guiding principle I have also picked from this meeting is the issue of timelines. There is a lot to be done and we can see that there are some things that should have been done earlier.”

Urgent electoral reforms must be addressed ahead of the 2027 General Election

The Uchaguzi Platform, has issued a joint statement calling for urgent action on minimum electoral law reforms ahead of the 2027 General Election.

With roughly 52 weeks to the anticipated 2027 General Election, the Platform is calling for:

1. Harmonisation of conflicting electoral timelines
2. An independent and continuous process to strengthen the integrity of the voter register
3. Greater transparency and accountability in presidential results management
4. Stronger measures to prevent election-related violence and insecurity
5. Improved regulation of political party nominations
6. Effective implementation and enforcement of campaign finance regulations
7. Streamlined electoral dispute resolution mechanisms
8. Removal of barriers to inclusive political participation
9. Stronger enforcement of electoral offences
10. Safeguards against harmful digital political advertising and electoral mis/disinformation

The Platform also welcomes the gazettement of the Election Campaign Finance Regulations, 2026, and calls for their effective implementation and enforcement.

The coming months are critical to ensuring that Kenya delivers a credible, peaceful, free, fair and inclusive 2027 General Election.
