The war in Northern #Ethiopia was the deadliest conflict in ‘22, featuring a long-term denial of humanitarian access to #Tigray, mass atrocities, and widespread hunger. It was a regional security threat. @antonioguterres, why didn't you invoke Article 99 then or for #Sudan now?
