There's no published schedule for the flyovers, but they you can expect they will go either East-West or North-South across the National Mall. They will certainly happen a few times around when Trump is scheduled to speak in the 10-11 PM timeframe. You will only have a few seconds to appreciate them and will struggle to hear them coming. The surprise is part of the fun.
You can see the fireworks (and the flyovers) from lots of angles, but if you want an iconic backdrop you're best off somewhere along the West bank of the Potomac River (Iwo Jima is popular), or on the Mall itself. There will be more restrictions on the Mall and getting in and out will take more time, but there's a lot of space and you'll find a good spot. If you want to see Trump, that's the place.
If you want bars or clubs, Georgetown and The Wharf are good choices, and (and reachable on a scooters from the Mall) but you won't see much of the DC skyline.

You're not getting in the restricted areas (in yellow) with anything that won't fit in a 12"*6" clear backpack.
Outside of that, best fireworks views are on the far bank of the river or Memorial Bridge, itself. As you can see, the roads around The Mall are closed (or clogged) A car is useless, you won't get close or be able to stop. The subway will be free, and rent electric bikes or scooters, there's a lot to explore!

@MavrocksGirl@GoldDerby I'd love to ask about a bit of Rockford lore mentioned here. Supposedly, Garner disliked the styling of the 1979 Firebird, so Rockford stuck with '78 models.
However, in The Garner Files, he mentions personally owning a 1981 Trans Am (same as '79).
