How can the great state of Alabama entrust its most vulnerable citizens to a service provider without thoroughly examining serious concerns about the conduct of its leadership?

I am requesting a review of #Habtamu_Gurmu_Chala , reportedly based in Madison, Alabama, and his connection to True Care Inc. My concern is whether his reported conduct is compatible with responsibility for vulnerable people. I am not offering a psychiatric diagnosis; I am asking the appropriate authorities to assess the evidence and any implications for public safety, licensing, and oversight.

Exhibit A is the attached video. According to my understanding of the Amharic recording, Mr. Chala describes himself as a criminal and admits looting approximately 15 million Ethiopian birr from Wegagen Bank. I understand that this represented several hundred thousand U.S. dollars at the time, although the historical conversion should be verified.

I am an American citizen residing lawfully in the United States and have followed this individual for quite some time. I am prepared to testify about my identification of his voice and the recording’s provenance. I am a native Amharic speaker and a proficient translator between Amharic and English, and I am willing to translate the recording and relevant documents and cooperate with any investigating authorities. The interviewer is also available and, according to information provided to me, has confirmed that the recording accurately reflects the exchange. Authorities should independently authenticate the recording and examine its complete context. I can be contacted to provide further information and assistance.

This also raises questions about any asylum application or interview. I request referral to the appropriate federal authorities to determine whether relevant facts were truthfully disclosed. I do not have his immigration records and cannot establish from this recording alone whether asylum was granted or whether fraud occurred.

Separately, I allege that Mr. Chala has repeatedly harassed women and other individuals online. I am attaching examples of posts directed at a woman and at Canadian author Jeff Pearce. Investigators should review the original posts, their context, and any threats, and obtain firsthand accounts from those affected.

I also request examination of reported statements on X Spaces endorsing female genital mutilation and describing the castration of boys as a marriage-related ritual, reportedly referencing his father. These are serious allegations that require the original recordings and accurate translations. They do not, by themselves, establish that any child has been harmed. If the evidence identifies a specific safeguarding concern, please refer it to the appropriate child-protection authorities.

The attached photograph reportedly shows Mr. Chala at federal police headquarters in Addis Ababa. I ask investigators to establish its date, authenticity, and circumstances, along with any documented return travel to Ethiopia. A photograph or return visit alone does not establish an informant relationship or disprove a persecution claim.

Since I brought these concerns to public attention, I have heard Mr. Chala on X Spaces in recent days walking back his earlier remarks and denying statements that, according to my recollection, he made extensively while celebrating these rituals months or years ago. His frequent presence on X, including the alleged harassment described above, also raises questions about how he fulfills his responsibilities at True Care. Please compare the original recordings with his recent denials and assess any implications for his professional duties.

I ask the Alabama Department of Mental Health to determine whether True Care Inc. falls within its licensing or oversight responsibilities and whether these allegations warrant a compliance or safeguarding review. I ask the Attorney General’s Office to assess any evidence within its jurisdiction and refer other matters to the appropriate agencies.

Alabama’s vulnerable residents deserve accountable providers. Please review this evidence carefully and take whatever action the verified facts and applicable law support.
