Further, at the time the photograph was taken, the vehicle was properly parked at the designated parking area and was not in motion.

It is submitted that the said traffic signal has been running on blinker mode for smooth entry/exit of ambulances at RML Hospital. On trial basis, the signal was operated for few days, but it caused traffic congestion at hospital gates.
