Attended a Thanksgiving Mass at the Catholic University of Eastern Africa in honour of Most Rev. Bishop Dominic Kimengich, outgoing Bishop of the Catholic Diocese of Eldoret, following his appointment as Coadjutor Archbishop of the Archdiocese of Mombasa by His Holiness Pope Leo XIV.

The Government is steadily repositioning its commercial State enterprises to fully commercialise, strengthen governance, and implement their mandates within the current framework of the Government-Owned Enterprises (GOE) Act.
State entities are required to ensure that they are financially sustainable and profit making, while delivering value to the citizenry and supporting the national transformation agenda.
Today at the National Treasury, I received a briefing from the Kenya Seed Company Limited management team, led by Board Chairperson Hon. Purity Ngirici, on seed pricing across various crop categories and on their readiness for the current planting season, including measures to ensure farmers have timely access to quality certified seeds.
Kenya Seed Company Ltd will continue to make deliberate efforts to ensure that quality seed varieties reach farming communities efficiently. This reinforces our commitment to supporting farmers under the Food Security Pillar of the Bottom-Up Economic Transformation Agenda.
Earlier today, I appeared before the National Assembly Public Debt and Privatisation Committee, chaired by Hon. Abdi Shurie (MP Balambala), to consider the FY 2026/27 – 2028/29 Medium Term Debt Management Strategy (MTDS).
The 2026 MTDS outlines our roadmap for prudent public debt management over the next three years, with a clear focus on minimising the cost of funding fiscal deficits while carefully managing associated risks.
Our Public debt in present value terms is projected to decline, supported by sustained fiscal consolidation, enhanced domestic revenue mobilisation, expenditure rationalisation, and improved debt portfolio management.
Today at the National Treasury, we hosted H.E. Jaime Alejandro Moreno Bau, the Spanish Ambassador, for a courtesy call to discuss ways to strengthen bilateral relations and enhance Spain’s engagement in Kenya’s infrastructure sector.
The key issue discussed was unlocking the Lessos–Tororo 400 kV Transmission Line, a strategic regional project that will significantly facilitate cross-border power trade between Kenya, Uganda, and Rwanda, enhance grid stability, and support regional energy integration and economic growth.
I was joined by my colleague, Mr Alex Wachira (Energy), Eng. Kipkemoi Kibias, Managing Director of the Kenya Electricity Transmission Company (KETRACO), and officials from the State Department for Foreign Affairs.
The African Development Bank has extended financing amounting to USD 509 million in support of Kenya’s development priorities, reinforcing our partnership under the current Country Strategy framework.
Today at the National Treasury, I held discussions with Mr. Alex Mubiru, Director General for the Regional Development and Business Delivery Office for East Africa at the African Development Bank, at the start of the joint technical mission for the mid term review of the Country Strategy Paper covering the period 2024 to 2028.
Discussions covered key flagship interventions, including investments in the health sector, water and road infrastructure, transmission networks, and the need to fast track projects through regular portfolio reviews to enhance absorption and impact.
Strengthening accountability and safeguarding public resources remain central to Kenya’s fiscal governance agenda.

Later, I visited Kimore Boys Senior School, the newest public national school in Elgeyo Marakwet, and checked on the pioneer and Grade 10 learners who reported two weeks ago.
I encouraged them to stay focused, work hard, and set high benchmarks that will define the school’s academic culture and future success.
The Unclaimed Financial Assets Authority currently holds KShs 57 billion in investments in Government Securities at the Central Bank of Kenya, as well as other unclaimed financial assets, including shares held by various institutions, safe deposit boxes, and other related assets.
Today, I inaugurated the Technical Working Group to develop Kenya’s National Policy on Unclaimed Financial Assets at the National Treasury.
This marked the start of a coordinated interagency effort to strengthen the identification, management, and reunification of unclaimed financial assets with their rightful owners and beneficiaries.
Upon finalisation, the policy will address compliance and transparency, modernise reunification through digital solutions, strengthen institutional coordination, close legal and regulatory gaps, and unlock dormant financial assets.

The partial divestiture of the National Treasury’s stake in Safaricom PLC is a strategic opportunity expected to mobilise approximately KES 204 billion, in addition to a dividend advance of KES 40.2 billion on the Government’s remaining shares, bringing total gross proceeds to about KES 244 billion. These resources will help reduce reliance on public debt while serving as seed capital to unlock long term financing for the National Infrastructure Fund and the Sovereign Wealth Fund, supporting priority investments in energy, roads, water, airports, and digital transformation, and securing intergenerational prosperity.
Together with Cabinet Secretary Hon. John Mbadi, we engaged the National Assembly committees, namely the Departmental Committee on Finance and National Planning and the Committee on Public Debt and Privatisation, during a stakeholder session on the 2025 Sessional Paper on divestiture. The session provided an opportunity to outline and discuss the policy and economic framework underpinning the proposed transaction.
The proposed transaction involves the sale of 15 percent while retaining a strategic 20 percent shareholding and board representation. The transaction with Vodacom Group, a long standing strategic partner, safeguards national interests, preserves Kenyan leadership, protects jobs, and strengthens Safaricom’s competitiveness and innovation leadership.

Today, the Resource Mobilization team of the National Treasury briefed me on the progress of the Development Partners Management Information System (DPMIS) and the Electronic Document and Records Management System (EDRMS), two critical platforms advancing our digital transformation agenda.
These systems will strengthen coordination with development partners, improve records management, enhance efficiency, and promote transparency and accountability across government operations.

I joined family and friends at Kimumu Secondary School, Kimumu Ward, Moiben Constituency, for the engagement and farewell celebration of Sandra Chebichi Sergon, daughter of Justice Dr. Joseph Sergon and Hon. (Prof.) Phylis Bartoo (MP Moiben).
Her fiancé, Brian Kemboi, is the son of Thomas Cherotich and Christine Cherotich from Kapkoi, Keiyo North, Elgeyo Marakwet County.
The occasion was graced by H.E. the President, Dr. William Samoei Ruto, and several leaders. I wish the couple God’s abundant blessings as they embark on this new chapter of their lives.
The Lower Sabor Irrigation Development Project, under the National Irrigation Authority, continues to anchor expanded irrigation and food security efforts in Tembelio Ward, Moiben Constituency. It forms part of the integrated Lower Sabor–Chepkosom–Kisonei water programme that is transforming agricultural production and improving farmer livelihoods across the area.
These investments are delivering strong production growth, improved incomes, and access to export markets. Over the last three years, farmers in Tembelio Location have exported 320 tonnes of avocados, earning approximately Kshs 30.4 million from European markets, alongside other export crops such as passion fruits. Farmers are also producing a wide range of fruits and vegetables for local markets, including fresh produce supplied to Eldoret town, strengthening local food supply and rural livelihoods.
As part of my festive season and New Year engagements, I met farmers and residents of Tembelio Location during the Annual General Meeting of the Lower Sabor–Chepkosom–Kisonei Irrigation Development Project at St. Ann Joakim Chepkosom Secondary School to review progress and discuss the way forward.
During the event, we issued improved dairy cows to support increased milk production as part of the Kaptagat Integrated Conservation Programme, which empowers communities within the Kaptagat forest ecosystem. We later visited the Chepchobit Dam to assess ongoing rehabilitation works, which will enhance water availability for farmers in Kimoning Location, Tembelio Ward, and surrounding areas.
Together with CPA Ephantus Kimotho (Principal Secretary, Irrigation), area MP Hon. Prof. Phylis Bartoo, and Hon. Dr. Gideon Kimaiyo (MP, Keiyo South), among other leaders, we urged farmers to scale up production for economic growth.
