You can not adopt the zero tolerance approach needed, and which many in the community want to see, with the current overzealous accountability framework adopted by forces and @policeconduct
Police officers have been raising concerns for many years and have been ignored. They have lost confidence in the misconduct system after a number perverse decisions have been made to pursue officers for doing their job. The result, officers adopt a defensive approach to policing and in some instances take the path of least resistance when it comes to using police powers. As recently expressed in @SkyNews Firing Point - why take the risk?
In addition, over the last 15yrs policing has been stripped of resources and funding, which are now required to flood the area, project force, clear the disruption, hold the ground and build a stronger community from it. The last push to increase numbers has produced a skills and experience gap at the precise point skills and experience are needed and the below inflation pay rises, changes to terms and conditions of service and pension have done nothing to aid retention.
@Brick_Cop@ukhomeoffice You could make the maximum sentence for every offence life in prison... It's irrelevant when the CJS never issue maximum sentences and everyone only serves less than half of the puny sentences dished out!
Criminals have called our bluff and won when it comes to sentencing!

A failure of Standards and Training!
and the cause of that is entirely political over the past 20 years!...
@BasilTheGreat And the reputation of policing is so badly damaged that it's not attracting quality candidates in sufficient quantities, hence standards are dropped even more to get the numbers needed to replace those who are left who are rapidly jumping ship!

I don't care what all the 'armchair experts', legal guru's or inept politicians think, Policing is a trade craft, learnt over time and passed down over time!
There aren't enough experienced officers left to train the numbers joining!

20 years ago, The government thought experience didn't matter in policing... We are now seeing the result of that thinking!
@BasilTheGreat Quality of training initially couldn't be maintained with those numbers... Followed by further experience retiring/quitting... Ultimately leading to officers who are barely out of their own training, who are poorly trained, having to train up newer officers!...
@BasilTheGreat Massive cuts to funding caused forces to reduce numbers... Leading to a massive exodus of older experienced officers... Followed by a massive uplift program driven purely by numbers of bums on seats regardless of standards or suitability for the role...
The Met bent over backwards to represent London, utilising positive discrimination.
It has lowered it's standards in order to meet this demand.
The result, London got what it wanted, a service that represents the people. Including all their flaws and undesirable characteristics

I'd like to think the decrease in the number of chief constables would be a bonus... But I imagine it will increase the number of spineless, brain-dead, paper shuffling 'middle managers' instead!
