Organized in collaboration with Anadolu Agency and the Participation Banks Association of Türkiye (TKBB), the “Anadolu Agency Participation Finance Summit” brought together leading representatives from the public sector, finance, and business at the Istanbul Financial Center.
Held under the theme “Türkiye’s Participation Finance Vision: Sustainable Growth, Digital Transformation, and New Investment Models,” the summit addressed Türkiye’s strategic goals in the participation finance sector and the global role of the Istanbul Financial Center.
Vice President Cevdet Yılmaz emphasized that the participation finance sector holds critical importance for Türkiye’s sustainable development goals; while Burak Dağlıoğlu, Head of the Investment and Finance Office of the Presidency of the Republic of Türkiye, highlighted the sector’s growth potential and the Istanbul Financial Center’s investment vision.
Mehmet Ali Akben, Chairman of the Board of Directors of the Participation Banks Association of Türkiye (TKBB), stated that the Islamic finance ecosystem continues to strengthen beyond banking into capital markets and investment instruments. Serdar Karagöz, Chairman of the Board of Directors and General Manager of Anadolu Agency, also noted that the ethical, sustainable, and inclusive approach of Islamic finance is gaining increasing importance on a global scale.
Central Bank of the Republic of Türkiye (TCMB) Governor Fatih Karahan provided assessments regarding financial stability and the economic outlook, while Minister of Treasury and Finance Mehmet Şimşek noted that the participation finance sector holds strategic importance for Türkiye’s long-term economic goals.

As part of the Indonesia Mission, held under the theme “Setting Sail for Closer Cooperation” and organized in collaboration between the Republic of Türkiye Investment and Finance Office and The Participation Banks Association of Türkiye (TKBB), a series of high-level engagements took place in Jakarta to further strengthen cooperation between Türkiye and Indonesia in the field of participation finance.
The program was held with the distinguished participation of H.E. Prof. Dr. Talip Küçükcan, Ambassador of Türkiye to Indonesia. During the program, a Memorandum of Understanding (MoU) was signed between the National Committee for Sharia Economy and Finance (KNEKS) and the Republic of Türkiye Investment and Finance Office to foster closer collaboration between the participation finance ecosystems of the two countries.
The MoU was signed by Dr. Tarık Akın, Head of the Participation Finance Department at the Republic of Türkiye Investment and Finance Office, and Dr. Sutan Emir Hidayat, Director of Sharia Ecosystem Infrastructure at KNEKS, in the presence of H.E. Prof. Dr. Talip Küçükcan, Ambassador of Türkiye to Indonesia, Mr. Mehmet Ali Akben, Chairman of the Board of TKBB, Mr. Bob T. Ananta, Vice President of Bank Syariah Indonesia, and Mr. Koko T. Rachmadi, President Director of Bank Aladin Syariah.
In his remarks, Mr. Mehmet Ali Akben, Chairman of the Board of The Participation Banks Association of Türkiye, underlined the strong progress achieved by Türkiye’s participation finance sector in recent years, emphasizing its role in enhancing financial inclusion, supporting the real economy, and advancing ethical finance principles. Mr. Akben stated that stronger cooperation between Türkiye and Indonesia would make a meaningful contribution to the development of the global participation finance ecosystem. Following his remarks, Dr. Tarık Akın, Head of the Participation Finance Department at the Republic of Türkiye Investment and Finance Office, also delivered an opening address.
Discussions held during the program focused on:
• recent developments in the participation finance ecosystems of Türkiye and Indonesia,
• cooperation and investment opportunities in participation finance capital markets, and
• cross-border financial cooperation and potential areas for joint project development.
Through presentations, technical sessions, and bilateral meetings held throughout the program, significant steps were taken toward identifying and advancing concrete areas of cooperation between the two countries.

As part of the Malaysia Mission titled “From Straits to Straits: Cross-Border Opportunities in Islamic Finance,”organized in collaboration with the Presidency of the Republic of Türkiye Investment and Finance Office and Participation Banks Association of Türkiye led by our Chairman, Mr. Mehmet Ali Akben, conducted a series of high-level international engagements.
In this context, productive meetings were held with representatives from the Islamic Financial Services Board (IFSB), the IILM - International Islamic Liquidity Management, Bank Negara Malaysia, and Standard Chartered Saadiq.
During these engagements:
• Recent developments in the participation finance ecosystems of Türkiye and Malaysia were discussed
• Cooperation and investment opportunities in participation finance capital markets were evaluated
• Strategic collaboration areas in participation banking, liquidity management, and takaful were deliberated
Following the meetings, a sukuk-focused roundtable was hosted by the IILM - International Islamic Liquidity Management, with the participation of representatives from our member participation banks. The session provided a comprehensive platform to exchange views on recent developments in sukuk markets, issuance structures, and cross-border collaboration opportunities.

As the Participation Banks Association of Türkiye (TKBB), we hosted a delegation composed of representatives from the Algerian Ministry of Finance, the Ministry of Foreign Affairs, and the National Investment Fund (FNI), under the coordination of the United Nations Development Programme (UNDP) Istanbul International Center for Private Sector in Development (ICPSD).
The meeting, hosted by TKBB Secretary General Mr. İsmail Vural and the accompanying delegation, addressed key topics including the contribution of participation banking to financial inclusion, the relationship between participation finance instruments and development banking, and the exchange of international experiences.
Within the scope of the program, presentations delivered by TKBB Advisory Board experts and the TKBB Secretary Generalshared insights on the development of participation banking in Türkiye, capacity-building efforts, and Association approach to international cooperation.

ISLAMIC FINANCE BRIEFING 2025 | The Future of Participation Finance Discussed in Istanbul
The second Islamic Finance Briefing program, organized in collaboration with the Participation Banks Association of Türkiye (TKBB) and Moody’s Ratings, and hosted by Ziraat Katılım, was held on October 23, 2025, at the Istanbul Financial Center with significant interest.
The event addressed following key issues:
• The role of participation finance in sustainable growth,
• The increasing importance of SMEs’ access to finance,
• Digital transformation and the vision of trust-based finance,
• The intersection of ESG (Environmental, Social, and Governance) criteria with Islamic finance.
In the first session, presentations by Moody’s Ratings covered Türkiye’s economic outlook, factors supporting the country’s credit rating, the global position of the sukuk market, and macroeconomic expectations. Additionally, insights were shared on the growing global prevalence of Islamic finance, growth trends in GCC countries and Türkiye, the development of the sukuk market, and future projections.
The panel titled “Participation Banks in Türkiye: Key Milestones and Way Forward” featured representatives from TKBB, Moody’s Ratings, Ziraat Katılım, and Türkiye Finans, who discussed regulatory developments, digitalization and innovation processes, and the strategic role of SME financing.
In the second session, “ESG in Islamic Financial Markets,” representatives from BRSA (Banking Regulation and Supervision Agency), Public Oversight Accounting and Auditing Standards Authority (KGK), Ziraat Katılım, and Albaraka Türk explored the future of sustainable finance and the integration of Islamic finance with ethical, social, and environmental values.
The event stood out as a significant platform that strengthened Türkiye’s participation finance vision and reinforced the international position of the Istanbul Financial Center.

The UK–Türkiye Islamic Finance Forum, aiming to strengthen cooperation in participation finance between Türkiye and the United Kingdom and to accelerate global integration in the sector, was successfully held in London on July 8, 2025, in collaboration with the Participation Banks Association of Türkiye, the British Consulate General in Istanbul, and UK Export Finance.
During the opening session, key figures shared their visions for Islamic finance in both countries. British Consul General in Istanbul, H.E. UK–Türkiye Islamic Finance Forum Successfully Held in London
The UK–Türkiye Islamic Finance Forum, aimed at strengthening cooperation in the field of participation finance between Türkiye and the United Kingdom and accelerating the sector’s global integration, was successfully held in London on 8 July 2025, in collaboration with the Participation Banks Association of Türkiye (TKBB), the British Consulate General in Istanbul, and UK Export Finance.
In his opening remarks, H.E. Mr. Mehmet Şimşek, Minister of Treasury and Finance of the Republic of Türkiye, highlighted that the global Islamic finance market has reached a size of USD 5.3 trillion. He also noted that the share of participation finance in Türkiye’s banking sector assets currently stands at 8%. Minister Şimşek further emphasized that Türkiye ranks 10th among 136 countries in the Islamic Finance Development Indicator and publicly declared the country’s ambition to rise into the top five.
We were honored to represent our country at this forum, which aimed to enhance the international visibility of our participation finance ecosystem, foster knowledge and experience sharing through thematic sessions, and promote strategic partnerships to strengthen our global position.

Hosted by the Banks Association of Türkiye and the Participation Banks Association of Türkiye, the second Islamic Banking and Finance Training Program, organized as part of the activities of the Council of Turkic States Banking Associations (TDBBK), was successfully completed in Istanbul between 7-11 April 2025.
The program, which was attended by 10 finance and banking professionals from Republic of Kazakhstan and the Turkish Republic of Northern Cyprus, encompassed both theoretical and practical modules, focusing on areas such as participation banking practices, Islamic financial contracts, capital market instruments, and the services related to fund mobilization and utilization. In addition to the training sessions, institutional visits to banks were also conducted.
