The Philippine revolutionary army literally had General Luna who basically adopted a form of "scorched-earth" tactics that burned down towns which is a questionable decision in the face of hindsight. The Katipunan had its own set of what would constitute as war crimes today.

This was at a birthday party for a 70-something mother of a friend. Celebrant and daughter asked me to sit at her table where Imelda, then a colleague in Congress, was also seated.
