Investigative journalism usually is most valuable when it embarrasses power structures before the public and therefore causes major structural change. In the meantime, there's a lot going on that people need to know about on a daily, weekly basis. This work needs to be funded.
Notes for news funders #3: The most pressing information needs of a given community may not resemble crusading investigative journalism. It may require little more than a set of eyes and ears at all the local government meetings and hearings.
ProPublica is great, and god willing will continue to grow. But a ProPublica for every community is not just an unrealisitc view of the most pressing need in underserved communities--it's too narrow and often lacks substantive value to a community.
Requiring their methods to be replicable elsewhere or scalable as a condition of funding is a way to stifle innovation, suppress local market knowledge in favor of future-of-media pabulum, and will inevitably result in a portfolio that lacks diversity and consumer focus.
Notes for news funders #2: A sustainable news operation is one that brings in more funding than it spends in a given year, and serves its audience, full stop.
