They get less testing hours and can „only“ bring 1 upgrade but this means they can use the new data aswell and build on their existing engine so ferrari dont have to just catch up the current gap but have to develop beyond.

As good as it is that they get the tier 3 ADUO, you have to realize that if thats the case they built an engine nearly on par with the stripped down honda vibrator engine performance wise. RBPT is largely a carry over in personell from the team that built the honda engine up until last year, which was one of if not the best.
