@ZackPolanski Which - as after the 1965 act - will reduce supply of private rented accommodation forcing an immediate demand for council housing. If there was any delay in building this, homelessness would increase. A better strategy, perhaps, would be to build more council houses first.
@MichaelRosenYes The LOAC is pretty clear: targetting hospitals etc is prohibited, unless they have been turned into a legitimate military target by the defender; under such circumstances responsibility lies with the defender not the attacker. Proportionality also applies mind.
