@drewbreneman That's one side of the coin. The other side is now you make that population feel unsafe even living in your city, commuting to work, attending social gatherings, etc.

It's common sense why people leave. Unaffordability and crime.

@drewbreneman Furthermore, the apathetic response to rising crime in CHI and other major metros baffles me. When you raise taxes, shut businesses down, and make it more difficult to conduct business in your city...you make it unaffordable to the population who most contributes to your city.
