He elected to become a "spy" for his "family, friends and Sarah." No one else in the world matters in any real sense. Running with Sarah in Prague would have sacrificed his key relationships with Morgan, Devon and Ellie and even Casey and the Buy More gang.
Chuck has no desire to be a Marvel/DC Comics or Homerian hero. Sarah misreads that and sends Chuck a series of messages about his spy aspirations and is stuck performing a spy role that she was fleeing at the end in Season 2. She fears losing "her Chuck." And he plays the spy role as well as possible to hold on to her.
They are both utterly "gone" in the first half of S3. Shaw is just a foil to bring the stakes to the peak for both of them. The real point of the first half of Season 3 is to reject spy world's model of collective societal heroism in favor of Chuck's human heroism and send them both of a path to a moral code that places service to friends, family and loved ones above all else.

By that standard, Nazi Germany was a democracy. If there's a Cease fire, Ukraine needs to call elections and we'll see how popular Zelinski is. And Crimea should vote if Ukraine claims it as part of their borders.
