STOP, QUESTION, REPORT(SQR): Training Residents to Spot and Respond to Suspicious Activity

INTRO:
Most robberies in Nigerian neighborhoods don’t start with a gunshot. They start with someone watching, testing, and walking around for 20 minutes while everyone minds their business.

By the time the attack happens, people say “I saw that guy yesterday, but I thought he was looking for work.”

The problem isn’t that we don’t see suspicious activity. It’s that we don’t know what to do with it. We either ignore it, confront it wrongly, or panic.

The “Stop, Question, Report” (SQR) method fixes that. It’s a simple 3-step system anyone can use without getting into trouble or putting themselves at risk.

1. STOP – Pause and Observe
Suspicious doesn’t mean “looking poor” or “not from here.” It means behavior that doesn’t fit the situation.

WATCH FOR:
✓ Someone walking slowly, testing gates, or peering into compounds at odd hours.
✓ People in a car that’s been parked for 30+ minutes with no clear purpose.
✓ Someone asking unusual questions: “Who lives here? When do they come back?”
✓Multiple people communicating with hand signals or phones while scanning the street

Stop for 10 seconds. Don’t look away. Just observe. Most of the time your gut is right. If it feels off, it probably is.

2. QUESTION – Engage Without Confrontation
You’re not an arresting officer. Your job is to break their cover and see how they react. A simple question destroys the plan for most opportunists.

USE LOW-RISK QUESTIONS:
✓ “Good evening, sir. Who are you looking for?”
✓ “Can I help you? This is a private street.”
✓ “You okay there? You’ve been standing for a while.”

What To Watch For In Their Response:
✓ They give a clear answer and move on = probably fine
✓ They get aggressive, give vague answers, or leave quickly = red flag
✓ They pretend not to hear and keep moving = suspicious

Keep it polite, keep distance, don’t touch. The goal is to let them know they’ve been noticed.

3. REPORT – Get It Out Before It’s Too Late*
If the answer feels wrong or they walk off fast, report immediately. Don’t wait for “proof.”

REPORT TO:
✓ Your street WhatsApp alert group using the 30-second format: Location, Time, What you saw, Direction they went.
✓ Your assigned street Caller to contact police/vigilante.
✓ Nearby neighbours by shouting or using your agreed signal.

KEY RULE: Report behavior, not just people. “3 men testing gates at 6 PM” is better than “those boys are suspicious.” Facts get action. Labels get arguments.

4. WHAT NOT TO DO
This is where most people create problems:
✓ Don’t chase or try to arrest them alone
✓ Don’t post their photos online and call them thieves without proof
✓ Don’t confront them if you’re alone and they look armed
✓ Don’t wait for someone else to report. If you saw it, you report it

5. TRAIN IT UNTIL IT’S NORMAL
This only works if it’s practiced. Do a 5-minute drill in your CDA meeting:
✓ Roleplay: One person acts suspicious, others practice Stop, Question, Report
✓ Agree on what questions sound natural in your area
✓ Review real incidents and ask
Where could SQR have stopped this?”

When it becomes normal, criminals notice. Streets where people question strangers have fewer attempts because word spreads: “That street asks too many questions.”

OUTRO:
Security isn’t about being brave. It’s about being observant and disciplined.

“Stop, Question, Report” (SQR) costs nothing, breaks no law, and puts criminals on notice that this street is paying attention.

The next time someone lingers too long at your gate, don’t guess. Stop. Ask. Report.

That 30-second action is often the difference between “we heard a shout” and “we caught them before they entered.”
