STOP, QUESTION, REPORT(SQR): Training Residents to Spot and Respond to Suspicious Activity
INTRO:
Most robberies in Nigerian neighborhoods donโt start with a gunshot. They start with someone watching, testing, and walking around for 20 minutes while everyone minds their business.
By the time the attack happens, people say โI saw that guy yesterday, but I thought he was looking for work.โ
The problem isnโt that we donโt see suspicious activity. Itโs that we donโt know what to do with it. We either ignore it, confront it wrongly, or panic.
The โStop, Question, Reportโ (SQR) method fixes that. Itโs a simple 3-step system anyone can use without getting into trouble or putting themselves at risk.
1. STOP โ Pause and Observe
Suspicious doesnโt mean โlooking poorโ or โnot from here.โ It means behavior that doesnโt fit the situation.
WATCH FOR:
โ Someone walking slowly, testing gates, or peering into compounds at odd hours.
โ People in a car thatโs been parked for 30+ minutes with no clear purpose.
โ Someone asking unusual questions: โWho lives here? When do they come back?โ
โMultiple people communicating with hand signals or phones while scanning the street
Stop for 10 seconds. Donโt look away. Just observe. Most of the time your gut is right. If it feels off, it probably is.
2. QUESTION โ Engage Without Confrontation
Youโre not an arresting officer. Your job is to break their cover and see how they react. A simple question destroys the plan for most opportunists.
USE LOW-RISK QUESTIONS:
โ โGood evening, sir. Who are you looking for?โ
โ โCan I help you? This is a private street.โ
โ โYou okay there? Youโve been standing for a while.โ
What To Watch For In Their Response:
โ They give a clear answer and move on = probably fine
โ They get aggressive, give vague answers, or leave quickly = red flag
โ They pretend not to hear and keep moving = suspicious
Keep it polite, keep distance, donโt touch. The goal is to let them know theyโve been noticed.
3. REPORT โ Get It Out Before Itโs Too Late*
If the answer feels wrong or they walk off fast, report immediately. Donโt wait for โproof.โ
REPORT TO:
โ Your street WhatsApp alert group using the 30-second format: Location, Time, What you saw, Direction they went.
โ Your assigned street Caller to contact police/vigilante.
โ Nearby neighbours by shouting or using your agreed signal.
KEY RULE: Report behavior, not just people. โ3 men testing gates at 6 PMโ is better than โthose boys are suspicious.โ Facts get action. Labels get arguments.
4. WHAT NOT TO DO
This is where most people create problems:
โ Donโt chase or try to arrest them alone
โ Donโt post their photos online and call them thieves without proof
โ Donโt confront them if youโre alone and they look armed
โ Donโt wait for someone else to report. If you saw it, you report it
5. TRAIN IT UNTIL ITโS NORMAL
This only works if itโs practiced. Do a 5-minute drill in your CDA meeting:
โ Roleplay: One person acts suspicious, others practice Stop, Question, Report
โ Agree on what questions sound natural in your area
โ Review real incidents and ask
Where could SQR have stopped this?โ
When it becomes normal, criminals notice. Streets where people question strangers have fewer attempts because word spreads: โThat street asks too many questions.โ
OUTRO:
Security isnโt about being brave. Itโs about being observant and disciplined.
โStop, Question, Reportโ (SQR) costs nothing, breaks no law, and puts criminals on notice that this street is paying attention.
The next time someone lingers too long at your gate, donโt guess. Stop. Ask. Report.
That 30-second action is often the difference between โwe heard a shoutโ and โwe caught them before they entered.โ
