Furthermore, the website was hosted by NITDA - Development (https://t.co/pSEpUlMSAm), a government agency responsible for managing technological initiatives.

This raises a pertinent question: why was a website associated with an individual not officially recognized by the government registered and managed by NITDA?

The primary law in Nigeria that mandates an Environmental Impact Assessment (EIA) before starting a project is the Environmental Impact Assessment Act, Cap E12, Laws of the Federation of Nigeria (LFN) 2004. Originally enacted as Decree No. 86 of 1992, this legislation forbids both public and private sector developers from embarking on major projects without prior evaluation of their environmental impacts.

The Federal Framework
•The EIA Act (Cap E12): Section 2 of the EIA Act explicitly restricts any public or private authority from authorizing or undertaking projects that significantly affect the environment without an early-stage assessment. Section 13 sets out a "Mandatory Study List" for Category I projects (such as large-scale agriculture, airport construction, coastal reclamation, and mining) which legally cannot bypass a full-scale EIA. [1, 2, 3, 4, 5]
•Nigerian Urban and Regional Planning Act (Cap N138 LFN 2004): This law complements the EIA Act by requiring an environmental impact report before physical planning permissions or development permits are granted for major commercial or residential projects. [1]
