It's a narrow ruling on when the act has halakhic consequences for contract validity, levirate marriage, or adultery liability. Below that age, it has none (likened to "a finger in the eye").

The Talmud does not permit sexual intercourse with children. Illicit relations are forbidden. The Sages prohibited betrothing minor daughters until they mature and consent (Kiddushin 41a). Rambam and others strongly advised against it. This was never normative practice; consummation occurred at maturity.
