Some college football history for everyone... In the 2010 Music City Bowl, UNC (without timeouts) attempted to spike the ball to stop a running clock for a game tying field goal. Miscommunication led to 15 men on the field and people thought the game was over. In fact, **the refs announced the game was over** in the stadium.
Upon review, the spike hit at :01 so UNC was given time for a field goal which they hit and ultimately won the game.
Why no run-off penalty for 15 men on the field? Because that rule didn't exist yet. It was created as a result of this game.
