Maybe they decided that if they give out this flagrant then they'll have to also bin 5 of the Knicks players for getting off the bench. Or they could've deemed that it wasn't unnecessary and wasn't excessive (I disagree with not excessive)

But the reason they got so many FT's was because NYK kept fouling on shot attempts while spurs were fouling outside. They fouled so badly so quickly they got like 3 in 30 seconds.
