This is like all leftist "causes." They could raise the funding outside of government if it's all that important. But the real goal is to force everyone to participate in their worldview. There will be no audit for fraud. There will be no follow-up to make sure the funds achieve the stated goal, or even make things worse...because the unstated goal has been achieved once your funds have been encumbered.
