Pretty sure Best Seller are basically just in charge of compiling and archiving the Ark's data. Phantom's Bond revealed that they get mind wiped whenever they work with confidential data.

@Excalibur415 @unrulyhan Ellen was the first limited. You may think Miyabi powercrept her too fast but her release was in 1.4. The issue about Miyabi was less her powercreeping Ellen at all but that she was far too strong. Hugo being fairly strong ast the very last 1.X unit is fine.
