One of the dominant themes in genocide is apathy. Determination for the sake of Determination itself. Floweys monolgue at the end about repetition causing boredom, the tedium of grinding all the monster deaths, "just because you think you can, you have to", all of that.

Genocide is about a numb completionist achieving victory merely because it is technically possible and they want to see everything. The price you pay after giving Chara your soul is a permanently ruined happy ending, but that doesn't matter to the completionist. You're just playing through to see everything, you dont actually care about the characters or about the story. An apathetic completionist after finishing genocide doesn't bother recovering their soul, since it doesn't change anything beyond the final ending screen in a true paci run. If anything thats good, it's different and they might play through again twice just to see those differences before never playing the game ever again. Why bother recovering the soul? You've already seen everything in the game and recovering the soul wouldn't unlock any additional new content.

So, if a player does go through the trouble of 1. Figuring out how to do it and 2. Bothering to actually do it, the only possible motivation for expending all that effort is that they actually must care about these characters in some capacity. If you go through the trouble of recovering your soul, you deserve to recover it.

Determination can be a force for good or evil, at the end of the day it's just a label for your will, as the player, to keep living and your resolve to change fate. A sufficiently resolute player, determined to recover their soul and fix the game after the genocide ending, can look up the secret method to do so online or even potentially find it on their own through experimentation with their game files. I don't think thats a mistake or oversight on Toby's part, I think that fits perfectly with the themes of the game.
