It’s a subsidiary of Havas which is a French multinational advertising and public relations company headquartered in Puteaux, France. In Germany, the group operates under two main divisions: Havas Creative Group (also referred to as Havas Germany) and Havas Media.

Here is the breakdown of what happened, based on the DOJ FARA filings and public records.
The Core Facts
1. The Contract The Government of Israel, through its Ministry of Foreign Affairs, entered into a contract with Havas Media Group Germany GmbH.
