As far as i am concerned, Morocco does not see itself as an African state, and frankly speaking, i don't see them as African either.

There was a point they sought to join the EU, which i consider a clear rebuke to Africa.

The classification of the Phala Phala report was both unlawful and unconstitutional. The theft of foreign currency from the President’s private farm is a criminal matter governed by the Criminal Procedure Act, not a national security issue under the Minimum Information Security Standards.

By invoking the MISS framework, Minister Senzo Mchunu acted beyond the powers granted to his office under the SAPS Act. The MISS policy applies to intelligence and defense matters, not to ordinary criminal investigations like a buglary. Using it in this case was a deliberate misuse of legal instruments for political protection.

This act of classification violated key constitutional provisions. Section 32 guarantees access to information, Section 41 requires cooperative governance grounded in transparency, and Section 195 demands accountability and integrity in public administration. Secrecy in this context undermines these obligations.

South African courts have repeatedly ruled that ministers may not interfere in independent oversight or investigative bodies. In the cases of McBride v Minister of Police and Helen Suzman Foundation v President of RSA, the Constitutional Court confirmed that executive overreach into policing functions is unlawful and unconstitutional

The decision to classify the report was, therefore, not an administrative formality but an abuse of executive power. It obstructed oversight, compromised accountability, and violated the rule of law. A minister cannot invoke secrecy to conceal criminal conduct. The law is clear, and so is the breach.
