Eine Studie der Rosa-Luxemburg-Stiftung von Alon Sahar zeigt: Ein pro-israelisches Propaganda-Netzwerk mobilisiert seit 2014 gezielt gegen das UN-Hilfswerk für Palästina-Flüchtlinge (UNRWA) und das Rückkehrrecht palästinensischer Flüchtlinge. Ein Schlachtfeld: der Bundestag.

Zwischen 2018 und Januar 2026 wurden mindestens 39 parlamentarische Initiativen gegen die UNRWA dokumentiert. 19 stammen von der AfD, 11 von CDU/CSU, 8 von der FDP, eine von den Grünen. Fast die Hälfte geht auf die AfD zurück, die bereits 2018 die erste Anfrage stellte und seither auf Finanzierungsstopp und Auflösung von UNRWA drängt.

Wie unverblümt das geschieht, zeigt die stellvertretende AfD-Fraktionsvorsitzende Beatrix von Storch: „Gelder für UNRWA sind immer mindestens auch Finanzhilfen für die Terroristen der Hamas." Zahlungen an ein Hilfswerk, das knapp 2 Millionen Menschen in Gaza am Leben hält, werden so pauschal und beleglos mit Terrorfinanzierung gleichgesetzt.

Wie wirkungsvoll die Kampagne war, zeigt sich daran, dass die Bundesregierung einknickte: Ende Januar 2024, vor Abschluss unabhängiger Untersuchungen, setzte Berlin seine Zahlungen aus. Der spätere Colonna-Bericht bescheinigte dem Hilfswerk angemessene interne Kontrollen und keinerlei Belege für die Vorwürfe, am politischen Klima änderte das nichts: Die Finanzierung wurde zwar wieder aufgenommen, aber an Auflagen geknüpft.

Die AfD-Vorstöße fungierten als Türöffner. Vorwürfe, ursprünglich von israelnahen Propagandagruppen wie UN Watch, NGO Monitor und IMPACT-SE produziert, gelangten über die AfD zuerst ins Parlament, ehe FDP und CDU/CSU sie übernahmen. So verschob sich der extreme Rand in die politische Mitte.

Wie eng das Netzwerk verflochten ist, zeigt ein Beispiel von Juni 2024: NGO Monitor, die Deutsch-Israelische Gesellschaft und IMPACT-SE veröffentlichten gemeinsam einen 12-Punkte-Plan zur Neuausrichtung deutscher Nahost-Hilfe, vorgestellt im Bundestag. Im November 2025 enthielt sich Deutschland erstmals bei der UN-Abstimmung über das UNRWA-Mandat, ein Bruch mit jahrzehntelanger Praxis.

Aus einer völkerrechtlichen Frage wurde ein Sicherheitsproblem gemacht. Die humanitären Folgen tragen die Menschen in Gaza.
