Basically, Sass is making us think that Duterte was helpless and didn’t have a choice but to proceed with EDCA. Let me run the timeline of events for you:

February 7, 2020: FPPRD ordered formal termination of VFA, triggering the 180 days or 6 months needed to fully terminate the VFA.

Quoting, the main formal notice which says:

“This agreement shall remain in force until the expiration of 180 days from the date on which either party gives the other party notice in writing that it desires to terminate the agreement.”

March 2020: Senate asked SC to clarify the senate role in VFA termination. Filing “Declaratory and Mandamus”

FPRRD still insisted on his decision to terminate the VFA

After a year in limbo, PH ambassador to the US submitted an improved version of the VFA. For the approval of PRRD:

July 30, 2021: Duterte Administration announced “restoration” of the the VFA.

“"The final decision on the withdrawal of the abrogation of the VFA now allows us to push forward the delayed activities regarding like the exercise-related constructions, with regards to the EDCA,"

In conclusion, Duterte was given the opportunity to scrap the VFA that will also mean suspension of EDCA. He chose to proceed with the agreement.

He was also given an opportunity to renegotiate VFA and he could just ask to take out EDCA. He didn’t. FYI.

Do not gaslight us saying that he’s helpless. He was not. He even defied the Senate at a point. He made a conscious choice.
